Details - Something changed and now new clients are not being raised. The 
behavior is inconsistent with what most users expect. I can understand why it 
should be possible to stop the raising, but it should be the default:

1) Open a floating calculator apps in the current tiled tag. Result: nothing 
happen except a new entry in the tasklist.

2) An app with non-modal dialogs (due to a bug in the app). The dialogs go 
_under_ the parent

a request::raise maybe?

(Note: I could hardcode this behavior on my side and use yet another new API to 
do it my way, but I really believe this will be seen as a bug as soon as 3.5.3 
will come out, minor release should not break users workflows, even less with 
such an unintuitive new default)
