Which rc.lua does restart read?

I made a change in ~/.config/awesome/rc.lua and then executed
   { "restart", awesome.restart },
from the awesome menu. Awesome restarted with a second set of nine tags in
the titlebar and all the settings were the installed defaults, rather than
what I had in ~/.config/awesome/rc.lua
