Unfortunatelly there is no real supported solution by MBS for this problem, which I really think is a weakness. The funtionality of creating quotation letters via document handling is very sexy and flexible, but miss some basic features like the decimal format.
But there is a workaround available at Partnersource in the knowledge base, with subject: Adjustment of data formats on data transferred from Axapta to Microsoft Office Word using COM (870171). Although I've never tested it.
