for budget you don't need to create a new COA. just use your existing COA. are you using method=Key or Period? If Period it will create budget based on your frequency setup from the start date until end date. If Key, it will create based on the percentage that you specify in the Allocation key setup. Click Show report transaction checkbox to explode your budget. there are some good reports that you can explore in the report > budget folder.
