Your symptoms sound like those described in KB article 899039.  I've 
pasted in the details in case you don't have access :-)

CAUSE
This behavior occurs if .xpo files and .ini files are not defined 
Multipurpose Internet Mail Extension (MIME) types on the Web server. 
IIS 6.0 does not serve unknown MIME types. Therefore, the Web server 
does not download .xpo or .ini files to the client computer.

RESULUTION:
1. Click Start, click Run, type inetmgr.exe, and then click OK.
Internet Information Services (IIS) Manager starts. 
2. In the left pane, right-click the name of the server, and then 
click Properties. 
3. Click MIME Types. 
4. Click New.  
5. In the Extension box, type .xpo. In the Mime type box, type 
application, and then click OK. 
6. In the MIME Types dialog box, click New.  
7. In the Extension box, type .ini. In the Mime type box, type 
application. Click OK three times to close the dialog boxes.
