Tax value can also be Amount. Depends on the Origin field in the Sales tax code

Where as in Limits, we can define Lower and upper
value of the sales tax. Sales tax below the minimum
are dropped, and sales tax over the maximum are set to
the maximum. It is not applicable to indian sales tax
scenario.
