actually i think "on hand" in the option means the InventSum table, 
it selects out items which have an "unclosed" inventsum record, as 
long as the items has transactions before, it will be selected out.

if you really want items with on hand balance, and if you are 
generating counting journal trans using "today" date, you can click 
on the select button, link the inventsum (on hand) table to the 
selection, use the field PhysicalInvent != 0 as selection, then you 
will have only items with actual balance (could be +ve or -ve). this 
only works if the coutning date is today, if you r back dating, it 
won't works, cause today non-zero does not means last week also non-
zero.
