You have to excute following mentioned eps:
1. First create a new user group (for PO create and PO invoicing).
2. Export and import the permission from previous user group to new user group.
3. Now you have two user group for each activity with similar permission.
4. Identify them with different name (local and foreign).
5. now set differnet record level security for different user groups ... ....
Perhaps, this will sove your requirement.

I need to set up record level security. The user permissions are
already setup by someone else.
The setup is based on per module, that is, a group for PO create,

Working with the current setup how do I have RLS setup. RLS must be
based on vendor group as the vendor master is divided into Local and
