I do not think there is any hard limit (other than licensing).
Performance experienced by users will depend on how robust the AOS is
(memory, processor speed, network bandwidth).  Microsoft may have some
sizing recommendations. I usually propose no more than 50 users per
AOS (but that is just my personal assessment based on user
frustrations if the demand on the AOS is too high).

You did not indicate if you are getting connection errors, or if users
are experiencing frustrations. So the above is the only information I
can offer in response.  In practice, I add another AOS if users are
not happy with response time.
