wcg is the original wrapper class generator. before we had WSDL generator, this
was how we approached creating webservices. This was a effort to support
similar strategy used as in JWS in axis-java. However, this never succeeded,
and is now sort of obsolete.
Note that there are reference to this in documentation. If we are removing this
we need to make sure all docs are updated accordingly.

If I am not mistaken, it looks to me as if wcg is an effort to
implement a C/C++ code generator (May be wcg=WebServices Code
Generator)
However, whatever it may be, we are not using it at all.
Hence +1 to move it to graveyard (or better remove it completely as it
was not used at all)
