[Axis2] Rampart header file structure concerns

I am not a fan of using sub folders for *namespacing*, given that we 
already use prefixing for namespacing.

We have
#include <omxmlsec/oxs_constants.h> in oxs_enc.c
As we have discussed over this list before, can we please drop the sub 
folder in include and just have
#include <oxs_constants.h>
