IMHO, scratch area is a generic requirement for axis2c, therefore what
we need to do is create generic scratch area and keep policy
integration under that (maybe scratch/c/rampart/policy-integration).

BTW. This should be security-policy. So I'd suggest
scratch/c/rampart/security-policy

don't think creating axis2/c/rampart/scratch as a good option, we
might happen to create several scratch areas in future then.
