savan out handler is not needed

When I closely stduy the savan implementation I can see that use of savan out
handler is overkill. It is actually used to
publish to the subscribers of the event source. But since the event source
service is available at the publisher_client it self
I think publisher_client_publish is the most apporpriate place to publish to
subscribers. I implemented this and tested ok.
