The deployment process crashes when a module is made available without engaging
it properly.
This happened when i was trying to deploy Sandesha2. Apparently the reason was
the module.xml of Sandesha2 says that some of its handlers should engage with a
phase called RMPhase which is not defined under any of the flows in axis2.xml.
