It seems that axis2_phase_resolver_engage_module_to_svc_from_global() function
should be local to phase_resolver.c file. So it should be removed from
phase_resolver API. Otherwise API user could easily be misguided to use it in
place of
axis2_phase_resolver_engage_module_to_svc() function which is wrong. Currently
axis2_phase_resolver_engage_module_to_svc_from_global() function is not used
anywhere except from axis2_phase_resolver_engage_module_globally() function.
For the time being I added into API comments that this function not be used by
the api user.
