Please set the working directory of axis2_http_server project to {AXIS2C_SRC_DIRECTORY}\ides\vc\axis2c\deploy\bin. The error happens because Axis2/C is looking for the axis2.xml file relative to the current working directory and it is set to ../axis2.xml.
