Savan remote subs_mgr gives an internal server error

When there is no subscriber is registered with savan_sub_mgr, the
get_subscriber_list gives an internal server error. And we have to set MEP of
subs_mgr service's add_subscriber operation to in-only, in order to avoid
internal server error, when it's used.
