I would suggest Apache.

Well, "kinda" We have *some* support for cookies in the client - but I'm not aware that anyone has ever served cookies from Apache to the client.

1.6 is still being developed and should be released soon. Axis2C is probably going to be concentrated on in the future in order to get ws-* however, there are a lot of people who use Axis1C and that inevitably means it'll keep getting used/updated to some level.
