The version at http://www.apache.org/dist/ws/axis-c/ should NOT be used. Delete the directory from your hard-drive.
You should download a subversion client (tortoise svn http://tortoisesvn.tigris.org/ is really nice and easy to use). Then check the code out from the subversion repository.
