This was previously reported in bug number 16969, which has been flagged as 
RESOLVED INVALID without any comment. It is still a problem for me, and I 
haven't (yet) been able to find the source code so that I can compile it. 
Without the SOAPMonitorApplet, it's not possible to run the SOAPMonitorService.
