I think it more depends on what you are using the SOAP stack for.  IMO,
most people are using it in cases where the expected response time is in
the <20 second range.  But that could be biased by our usage here (where
most calls are in the 1-5 second range).

Also, isn't 3 minutes high for a simple UDDI query?
