See http://cvs.apache.org/viewcvs/xml-xerces/c/Projects/ and
http://cvs.apache.org/viewcvs/xml-xalan/c/Projects/ and
http://cvs.apache.org/viewcvs/xml-security/c/Projects/
and model your environment based on that as well.

PLEASE do some research on how other Apache projects setup their build environments.
