I must back up rick here: SOAP only expect UTF-8 and UTF-16 encoding, so that is
all Axis supports. If you want to send differenly encoded XML in the payload,
you are going to have to base-64 encode it or send it as an attachment. 

You could patch Axis to not add a content type header if one already exists, but
you have very minimal guarantees of interop with other SOAP implementations.
