Yeah that's a very good point .. this way one could host the same biz logic under Axis1 and Axis2 during the migration stage.
I know you've had it with refactoring the Axis2 codebase but this change is a good thing :-).

Moreover, in J2EE 5, we must support JAX-RPC 1.1 (Axis1) and JAX-WS 2.0 (Axis2) in the same time.
Having axis2 in org.apache.axis package force us to reimplement JAX-RPC 1.1 in Axis2 !
