I don't like the look of the repeated element. What is the WSDL description of getSupportedCodeSystemsResponse? Since there is no type info in the response, I am not sure how .NET (or Axis for that matter, but it probably has some meta-data that says either getSupportedCodeSystemsResponse or getSupportedCodeSystemsReturn is an array) will figure out the repeating element.
