Hi Chathura;
now the order is easily configurable using axis2.xml , so if some one feel
like changing the order then he can go ahead and change that.

I observed that in Axis2 Operation dispatching, the
RequestURLBasedDispatcher has higher precedence over
SOAPActionBasedDispatcher. My view is SOAP action should get
precedence.
