As an opposing FYI, I created a brand new local instance of Axis2 Head, and tried to run the Maven create-lib goal.  It fails constantly with the following output:

maven-itest-plugin-1.0.jar

I even attempted to download maven-itest-plugin-1.0.jar directly into my Maven plug-ins directory.  Still no joy.

Since it appears that the Maven Itest plug-in was a sandbox plug-in that is no longer available from the Maven site, nor from its mirrors, perhaps it is time to use another testing plug-in that is still active?  Perhaps the Maven Test Plug-in?
