As discussed on the list, here is a patch which allows processing of an inbound
message with a ReleatesTo value if:
1. The relatesTo value is recognised
2. The relatesTo value is not recognised and the message is not a response
message to a request-response operation.
Also included are the tests previously described. I will commit this in a few
days if there are no objections.
