[Axis2][Vote] Thilina as the release manager for Axis2 1.1

Hi,

I'd like to nominate Thilina Gunarathne as our new release manager for
Axis2 1.1. I'm sure he will have the luxury of releasing the most stable
Axis2 version so far :).
