IllegalArgumentException is thrown in
org.apache.axis.attachments.setContent(Object object, String contentType) when
there is a IOException in creating a File.
In our setup, Temp directory is not created and the API is trying to create a
File (when the attachment size is big).
Javadoc of javax.xml.soap.AttachmentPart does not match for this scenario.
