I definitely agree on the issue of unbundling the exceptions. The current 
implementation as an inner class also makes it impossible to have the same 
exception class be used by two different web services (which makes it 
impossible to have, for instance, a generic utility method that generates and 
throws that exception type). I don't see any advantage to making the exception 
types be inner classes of the service or stub. It makes them considerably 
harder to use in code that is referenced by the stub.
