I would also think the problem is the same as what Jaliya pointed out.

Your services.xml has to be under META-INF.
The problems I encountered with the RPCMessageReceiver were during runtime and not development time.
But as Robert pointed out it would be worthwhile trying the nightly builds as they have a lot more fixes and improvements over 1.0
