We should be able to provide as much functionality as possible to peers that do
NOT use WS-Addressing. As such it would be nice to implement support for a
simple SOAP header-based session mechanism such as the one from Axis1.X. This
would give us a dual benefit - supporting non-WSA scenarios and also
backwards-compatibility with Axis1.X services and clients.
