Nick is making a change that disables the MIME Header support temporarily due
to some changes in the Axis2 Transport map.
(It appears that the Transport Header's map is not implementing the keySet
iterator() correctly.
This issue is opened to enable the JAX-WS Mime Headers code after the code is
fixed.
The relevant JAX-WS classes are MessageUtils, SOAPMessageProviderTestCase and
SOAPMessageProvider
