The serialization of SymmetricBinding is incorrect due to the following reasons:
1) Contains two ProtectionToken elements.
2) ProtectionToken is serialized within another ProtectionToken tag.
3) Doesn't contain <sp:OnlySignEntireHeadersAndBody> element if that property
is set.
