The WS-RM 1.1 spec (at the Public Review level) defines a URI template that has
behaviour similar to the WS-A anon uri. I have recently been making changes to
Sandesha to support this, and need some base axis changes to handle the new URI.
I'll attach the most basic way of fixing the issues, but we might want to
define a more general mechanism so that modules can plug in capabilities like
this when they are engaged.
