Axis2-aar-Maven2 plugin SNAPSHOT does not work, while a locally build one works

Axis2-aar-maven-plugin downloaded through maven2 from
http://people.apache.org/repo/m2-snapshot-repository/org/apache/axis2/axis2-aar-maven-plugin/SNAPSHOT/
give the following error..
[INFO] Internal error in the plugin manager executing goal
'org.apache.axis2:axis2-aar-maven-plugin:SNAPSHOT:aar': Unable to find the mojo
'org.apache.axis2:axis2-aar-maven-plugin:SNAPSHOT:aar' in the plugin
'org.apache.axis2:axis2-aar-maven-plugin'
org/apache/maven/archiver/MavenArchiveConfiguration
But a locally built plug-in off the Axis2 trunk head works well...
