Brian, i debugged with your Example and this is not the problem i mentioned in
this bug, if you have a look in your wsdl, both imports use the same namespace.
So when the resolver tries to find the faxnumber schema by namespace, it
returns the one from telephone. So you really end up with the wsdl+ 2*
telephone schemas.
