JAXWS: Fix the logging of user exceptions thrown by the webservice

Problem:
The JAXWS web service provided by the user may throw an exception. If the
exception is an not an expected exception (i.e. an unchecked exception) then it
should be logged as an error to aid servicability. Unchecked exceptions should
not be logged as errors.
Solution:
I am renaming the jaxws FailureLogger class to WebServiceExceptionLogger.
This logger will log unexpected exceptions (i.e. unchecked exceptions) to the
error log.
If a user wants more extensive logging, the user may specify debug logging for
the WebServiceExceptionLogger. This will cause all exceptions thrown by the
WebService to be logged.
I will be checking in this code soon.
