Service is not generating proper bindings for all ports

Fix For: 1.4.1
Axis 2-1.3 is generating services for all ports on deployment and generate soap
address with specific ip.
But Axis2-1.4 is not generating all the bindings and also soap address is not
updating from localhost to specific ip.
Attaching the wsdl for both.
