You can see in org.apache.axis2.jaxws.spi.ServiceDelegate.isValidDispatchType 
that OMElement is supported.  However, the error message in resource.properties 
file in Metadata module does not list OMElement as a valid type.  See file:

modules/metadata/src/org/apache/axis2/jaxws/i18n/resource.properties

dispatchInvalidType
