A user is reporting a problem with Module and Service Shutdown. When his
service abruptly shutsdown the Axis2 Modules and Services where still running.
I investigated the problem and found that under certain circumstances when the
terminate call is invoked in the configuration context the listener Manger is
stopped however the Modules and services are running. I am going to add a
change that will ensure that Modules and Services are properly shutdown.
