Hi Norbert - you can go to 
http://www.apache.org/dist/ws/commons/transport/1_0_0/ and grab the TCP 
transport jar there.  Drop it into your repository under transports/ and you 
should be all set.

Moving forward we're continuing to release the TCP transport as an add-on, but 
won't enable it by default.
