To get rid of the xsi:nil="true", try modifying your schema, and define the elements as nillable="false" and minOccurs="0". (Not sure this will actually make Axis remove the elements, though.) I don't think there's a way to tell Axis to remove the namespace declaration. Note that an unqualified SOAP body is not valid SOAP. I suspect that you will have to use a handler and XSLT to remove the namespace declaration. (It can also remove the nil elements if you can't convince Axis to do it.)
