Axis 1.3 WS Deployment using API

Hi,   Does anyone have any information or examples of how to programmatically deploy web services using axis API. Most of the examples I have seen use the AdminClient and WSDD file for deployment. I was hoping if there’s a deployment option without creating the WSDD XML file.   I really appreciate any help in this subject. Thanks in advance.     Raj
