To me the request message that is sent to the server looks like inappropriate. Instead of a soap envelope, a HTML document is being sent. How are you making a call to the webservice and what does the payload of the request look like???

I would first try to hit the URL for the service you
think you are accessing.  I think you are probably
getting some HTML value returned to you.  It would
make sense why you are getting HTML as part of your
envelope.  It may not show up just by attaching to the
service because it's not getting an HTML error code
sent back, but rather some HTML value and a 200OK or
something else which isn't an error code.  It's a
configuration error or something would be my guess.
