It's a Java2WSDL, Not WSDL2Java, it supposed to generate a WSDL file. It starts
from service implementation class.
BTW, I downloaded 1.1.1 already and still got the same error.

Keep in mind that Axis2 does not support rpc/encoded.
Also, please make sure you are using Axis2 1.1.1.
