Well,
The DataHandler class is in the activation.jar file, an MimeMultipart
class is in mail.jar.
I suggest you find a copy of these two jars and include them in your
classpath, then try it.
As for your connection refused, I would guess your web service is not
actually up and running, or your url is incorrect.
