I don't think that this is axis2? 

If axis 1.3 does support soap 1.2 can anyone tell how I instruct it to do
so? Generating classes with wsdl2java and capturing the request and response
always references the 1.1 schema.

I am not sure about Axis1 project but if you are using Axis2 yes we support
both SOAP 1.1 and 1.2
