Just a little more information: I have tried both Axis2 versions 1.3 and 1.4 and get the same error message.

I've tried to set the ADD_MUST_UNDERSTAND_TO_ADDRESSING_HEADERS to my MessageContext properties, but no luck. Any ideas?
